Noon Zoom: Vincent Esposito and Amanda Mays Discuss the State Budget and WNY Development
The New York State budget is out and many wonder what it means for our region. On May 19, at noon, NAIOP Upstate NY is pleased to announce that Empire State Development's Amanda Mays and Vincent Esposito will be available for our final NOON ZOOM event, discussing the impacts of the state budget, hosted by Dan Leonard.

Vincent Esposito, Empire State Development
Mr. Esposito is the VP & Regional Director, Empire State Development Finger Lakes Regional Office and the Executive Director, Finger Lakes Regional Economic Development Council
As a lifelong resident of Monroe County, Vinnie grew up in the Village of Fairport, studied computer science at SUNY Geneseo, and worked as a software designer and project manager for a small database company. In 2003, Vinnie entered government as an aide to New York State Assemblyman Joseph D. Morelle and was later elected to the Monroe County Legislature representing Irondequoit, where he lives with his wife and daughters.
In 2012, Vinnie joined the administration of NYS Governor Andrew Cuomo at Empire State Development (ESD). Vinnie is a Vice President and Regional Director of the ESD Finger Lakes Regional Office, which oversees New York State’s economic development efforts in the 9-county Greater Rochester/Finger Lakes region. This also includes the role of serving as Executive Director of the Finger Lakes Regional Economic Development Council (FLREDC), which is an advisory board that provides strategic direction and funding recommendations for the region.
Amanda Mays, Empire State Development
As the Western New York Regional Director for Empire State Development, Ms. Mays manages daily operations of the ESD team in Buffalo, working to promote economic development practices that both retain and attract businesses and create jobs in the five-county region covering Allegany, Cattaraugus, Chautauqua, Erie, and Niagara Counties. She also is continuing implementation of Buffalo Billion initiative projects and serves as Executive Director of the Western New York Regional Economic Development Council, implementing the region’s Strategic Plan and developing initiatives to continue growth in Western New York. Prior to assuming this role, she worked as an ESD Senior Project Manager for almost two years, focusing on the development and directly implementation of several Buffalo Billion projects, totaling more than $100 million in state investments for projects around Western New York, and monitoring more than 40 priority projects in WNY for Governor Andrew Cuomo.
Previous to joining ESD, Ms. Mays was Deputy Director of the Executive Office & Assistant Secretary of the Board at The Brookings Institution in Washington, D.C. where she worked on governance, strategic planning, and cross-institutional initiatives. She is a graduate of William Smith College and has a Masters of Urban Planning from the State University of New York at Buffalo.
